Where can I find info on creating a website for a community of people to interact through webpages and blogs.?

I don’t mean yahoo groups and msn communities etc they are too restrictive and do not allow members to have webpages. I am creating an independent commercial and flexible site. Where can I find info to buy and build such a website?
Not interested in sites that already like myspace.
I’m seeking community web builders like joomla/mambo etc
